This is an old problem, I tried to raise awarenet about it at the RIPE
meeting a year ago

(the first two show the quite visible impact of the more-specific
leaks of Kreonet -> I2 on the global table, the last one shows the
bad paths)

After that public display, I assumed that people would react on that 
loss of face, and get it sorted out (I actually got some mails from I2),
but seems this assumption was a bit optimistic.


Regarding the "prefer everything that comes from research networks!"
policy, this is an old hat as well...
