i'd say you're right. one would like to think that the u.s. prefers democracies to dictatorships by 3 to 1 in taste tests. one need only look back at the Taliban, Saddam, the Shah, Pinochet, Noriega, Mao, Marcos, Samoza, and others. the "democracy" rule fails the test. the only tst i've found that works is whether, as you point out, Dubya (or whichever figurehead has historically and most likely in the future represented "US interests") give the nod.
