Senate Backs Ban on Photos of G.I. Coffins 
The Republican-controlled Senate rejected an effort by Democratic lawmakers 
yesterday to lift a ban on news organizations from photographing flag-covered 
coffins of U.S. troops killed in Iraq. The vote was 54 to 39. Senator John 
McCain of Arizona was one of two Republicans to vote for lifting the ban.

SA 3291. Mr. LAUTENBERG submitted an amendment intended to be proposed by him 
to the bill S. 2400, to authorize appropriations for fiscal year 2005 for 
military activities of the Department of Defense, for military construction, 
and for defense activities of the Department of Energy, to prescribe personnel 
strengths for such fiscal year for the Armed Services, and for other purposes; 
which was ordered to lie on the table; as follows:


    At the end of subtitle G of title III, add the following:

   SEC. 364. PROTOCOL ON MEDIA COVERAGE OF RETURN TO UNITED STATES OF REMAINS 
OF MEMBERS OF THE ARMED FORCES KILLED OVERSEAS.

    (a) PROTOCOL REQUIRED.--(1) Not later than 60 days after the date of the 
enactment of this Act, the Secretary of Defense shall develop a protocol that 
permits media coverage of the return to the United States of the coffins 
containing the remains of members of the Armed Forces who are killed overseas. 

    (2) The protocol shall ensure the preservation of the dignity of the 
occasion of the return to the United States of members of the Armed Forces who 
are killed overseas. 

    (3) The protocol shall ensure the preservation of the confidentiality of 
the identity of each member of the Armed Forces whose remains are returning to 
the United States.

    (b) REPORT.--Not later than 90 days after the date of the enactment of 
this Act, the Secretary shall submit to Congress a copy of the protocol 
developed under subsection (a).
