NEW YORK (AP) -- Protesters handed the streets of Manhattan back to
morning commuters Monday as police kept the heart of the city -- and the
country's busiest railway station -- under tight guard for the opening
of the Republican National Convention.

But the heavy police presence around Penn Station and Madison Square
Garden, aimed at guarding against the twin threats of terrorism and
violent dissent, lent an uneasy feel to the first of four rush hours
that will unfold this week during the GOP's nominating meeting.

Subways appeared to be running with no major delays, and traffic flowed
on open streets. More than 30 city blocks had been shut down Sunday for
an anti-Bush

posted every few feet. Only two of the station's exits were open, but
the one on 34th Street -- where people line up to ascend the escalator
on a normal day -- was clear sailing.

About 10,000 city police officers have been deployed to Madison Square
Garden, subways and other convention-related events. An 18-square-block
area around the Garden is off-limits to most vehicles.

On Monday morning, scattered protesters took aim at Republican visitors.

Protesters in oversize Bush masks and wild costumes harassed
convention-goers as they left their hotels. "Corporate orgy in Iraq,"
they chanted, a reference to accusations that firms friendly to the
White House are making money on reconstruction contracts there.

Outside the Plaza Hotel, just south of Central Park, a group of
protesters in pink wigs stood at the door with plastic cups of
champagne, toasting "to tax cuts and the rich" as the conventioneers
walked out.

Most of those confronted paid little attention, though one paused to
snap a photograph as they filed onto buses waiting to take them to
Madison Square Garden.

Police formed lines between the protesters, some of whom wore giant
papier-mache masks of Bush, Vice President Dick Cheney

ml>  and National Securiity Adviser Condoleezza Rice. No arrests were
reported.

It wound up being largely peaceful despite fears of violent skirmishes

More than 250 people were arrested, many of them outside the march area
in Times Square. Earlier in the day, police had detained about 50
protesters on bicycles who stopped near the parade route and were carted
away in an off-duty city bus. Some of the worst unrest during the march
occurred when someone set a float on fire, but the blaze was
extinguished almost immediately.

In Times Square, demonstrators heckled Republican delegates on their way
to Broadway plays. At the Majestic Theater on 44th Street, protesters
chanted at delegates waiting to see "The Phantom of the Opera," and the
delegates simply replied with their own chant -- "Four more years!"

The demonstrators in the march carried signs and chanted slogans
supporting a host of political positions, virtually all of them in
opposition to Bush.
