Brian, I understand your concern.
This brings up a need for Standard Operating Procedures.

it be wash, dry or distribution. It will be cleaned.
The fuel dryer is designed so that it takes at least 3 people to move the 
barrel so that the inside of the tote can be inspected and cleaned. The 
drying tote had collected a lot of goo. That may have been the root of the 
problem. That and or the fact that it had rained quite hard right before we 
heard any complaints.
Not trying to weasel out of any responsibility. Just want to point out 
potential problems.
Now lets get some tests done.
