VW Diesel mechanic

Hi,

I just bought a 2002 Jetta TDI with 85k miles and it's
only getting about 25mpg on B99.  I was hoping to tap
into the collective wisdom for two questions:

1.  What gives?  Shouldn't I be getting over 30mpg
easy?  The car did smell quite a bit when we were
burning the last of the diesel but I've never owned a
diesel and figured that's the way they ran.  Otherwise
it runs great.

2.  Anyone know a good mechanic?  Someone that knows
diesels and VW's?  Has anyone worked with Always Vdub?
 I'd like to take it to someone that won't rip me off.
