Kevin, it mixes better if you add it before fueling.  It will mix  
eventually if you add it to a less-than-full tank.  However, it won't  
do what you need if you add it in the morning when your motor won't  
start, or even the night before when it's sitting in your driveway.   
If you want it to mix, you must add it and drive.

It really helps to park in a garage (I can't fit my car in my garage  
though), or plug in a block heater or better yet, a TDI frost heater  
(available online) which has the added benefit of giving you warm air  
as soon as you start the vehicle.
