In PDX you will likely pay close to $500 for a tank.  I had a tank made by
floridamarinetanks.com for my Sprinter for $215.  Check out their website.
It has a page where you can input the dimensions of the tank to get a price
quote.

Motion Marine in West Linn builds aluminum boats and they build the fuel
tanks as well.  I have seen their boats with diesels in them.  They did
some welding for my boat and the work was flawless.  Their welder worked
with me to help me get exactly what I wanted.  I don't know about cheap;
I think their shop rate is about $80/hr, but you generally get what you
pay for.

Fisherman's Marine Supply has hoses that resist diesel, but so do most
auto parts stores, they definately have heater hose (carries coolant)
for those short connections.  any substantial length of coolant run
should be in copper or steel tubing and insulated for this application.

Have you considered  a copper or aluminum coil in the tank?  Copper will
work in a steel tank, but I would recommend aluminum (almost as good
heat xfer properties as copper) in an aluminum tank.

There is a great SVO list on Yahoo......lot's of experience their.  Also
GreaseWorks in Corvallis does this kind of work and has lots of parts -

Just a note, running biodiesel doesn't require any modifications to your
vehicle and you won't be risking long term engine damage......
