rest assured i wasn't interested in 'scamming the man' - plenty of opps
to 'stick it to the man' simply by using alternative fuel, period :)

thanks for the clarification - but aren't they getting these taxes from
either vehicle registrations, property taxes, etc.?  Given that while
there's always a fracas around RAISING the taxes a penny or so, it's not
like the legislature *really* monitors where the money goes all that
closely - or do they?  Meaning they make a big stink when it comes time
to raise road taxes, gas taxes, etc. but they don't keep the money
segregated from the general tax slush fund anyway, do they?  That's what
got them into trouble in WA and in part, why we ended up with the $30
car tabs - great for huge SUV drivers, but we pay the price in police,
fire, roads, you name it - not a fair trade in my estimation....
