Subject: NM Legislative Update (HB 641) Importance: High ATTENTION NEW MEXICO CONCEALED HANDGUN INSTRUCTORS: RIGHT TO CARRY REFORM ON THE MOVE AGAIN (March 14, 2005) Over the weekend, the House Judiciary Committee considered, and reported out, HB 641, the NRA-backed Right To Carry Reform bill sponsored by Rep. John Heaton (D-Carlsbad). HB 641 lowers the minimum age for a Concealed Handgun License from 25 to 21, gives DPS the authority to negotiate reciprocal agreements with certain other states, streamlines the caliber-specific training requirement for semi-automatic handguns and revolvers (so that you can carry any caliber lower than the caliber with which you qualify), and extends the term of original and renewal licenses from 2 to 4 years (if you complete a two-hour safety and live-fire course requirement during the term of your 4-year license.) HB 641 will likely be voted on by the full House on Tuesday, March 15. Please call your State Representatives and urge them to VOTE YES ON HB 641! The Legislature is working late most nights this week, so don't hesitate to call your Representatives in Santa Fe after normal working hours.
