HB 641 gets a due-pass on the Senate Floor

HB 641, the changes to the concealed carry law, passed in the Senate 
32-7 about 3:00am this morning. It's on the way to Governor Richardson 
for his signature.
 
We all need to thank Rep. John Heaton, Senator Shannon Robinson, Tara 
Reilly Mica, and lobbyist Joe Thompson for spending long hours to get 
this bill passed in the House and Senate. It lowers the age back to 21 
years old: It's now a 4-year bill for $100.00; streamlines the handgun 
qualification requirement so we do not have to qualify with every 
firearm we want to carry; and provides DPS the authority to enter into 
reciprocal agreements with other states.
