Membership Renewal

I'm interested in getting back into shooting at the range.  My
membership expired March 2006.  I want to make sure I'm understanding
some things on the renewal form.

It states that I must pay the full amount to renew if I was an
existing member, no pro-rating even though I wasn't using the range. 
It also states that if I was a member at any time during the previous
year that I must pay the full years dues.  Does this mean I have to
wait until 2008 before I can obtain a membership that is prorated?
(assuming that I don't renew for a few months after the 2008
membership period begins).  

What I'm seeing, for better or worse, is that I get to pay more than
new members even though I don't need the safety orientation, nor was I
using the range.  Is this a punishment for trying to stay active and
supporting my club?  At this point it's looking like I'll wait till
April 2007 to "renew" at the regular rate -at the beginning of the new
membership year to optimize what my money can do for me.  I can pay my
$72 now to shoot for 6 months or I can wait 6 months and pay $72 and
shoot for a whole year.  I remember hearing complaints about
membership retention problems.....
