tcpserver: controlling number of connections per IP?

Has anyone come up with a patch or a hack for tcpserver (or perhaps tcprules)
which will permit the number of simultaneous connections to be limited for each 
connecting IP address?  The "-c" option only controls the total number of 
simultaneous connections for the entire service, but I also want to limit the 
number of simultaneous connections that can come from any given IP address.
