python interface to nistp224.

I flailed around for a while learning how to write python extensions in C,
and came up with this:

It has these methods:

nistp224
nistp224_56
nistp224_valid
nistp224_uncompress

For convenience, it also has two strings named standard_base and
standard56_base containing the STANDARD.base and STANDARD56.base file
contents.

I've tested it against nistp224's rts.tests data files and it passed them
all.  Other than that, I haven't tested nistp224_valid or
nistp224_uncompress.
