USR1 and USR2 are commonly used by daemons and are meant to be delivered to
the daemon by the user.  Other signals are not.  Being that they are user
defined signals, having them handled by daemontools makes sense.

Sure, but then I have to patch daemontools on every system I use it on.
That seriously takes away from the cross platform compatibility benefit.
