Quite a lot has changed: the government's position today was quite
different from the regulations. For example, it appears that software
publishers are exempt from licensing if they use assembly language,
which is as good as machine language for all practical purposes.

However, it isn't clear at this point how binding the government's
promises are. We'll have to wait to see what Judge Patel says.
