In short: open access publication, fast and high-quality review; rapid publ= ication; innovative publishing tools; and decision-making really open to th= e community. Submissions must be original and should not have been published, or submitt= ed for publication, elsewhere. Authors are encouraged to submit extended ve= rsions of papers previously presented at a conference or workshop with clea= r indication of how the paper has been extended for the journal submission.
