ko translation for DeviceNeutrality website

Hello!

I've created a ko (korean) translation for the DeviceNeutrality 
website[1]. This is my first time translating an FSFE webpage, so I'm 
not sure where I should send my patch to. For now I've uploaded the 
patch file on my website[2]. I believe I should create a PR on the 
repo[3] but I can't find where to register for a new account. Could 
someone please give me some pointers? Thanks!
