All systems that I know of use to translate paragraphs, not pages.

I also helped the KiCad Team to move from odt based documentation to
asciidoc providing some example makefiles based on po4a.

KiCad docs are now based on asciidoc + po4a to handle translations.

BUT I used po4a not as the po4a dev suggested i.e. not through po4a
manager but using the single po4a-* utils that IMHO are more
script-able. It was some time ago, perhaps now things are changed, I do
not know, one should try using it but if it does not work as espected,
po4a-* utils are just fine even though a "deprecated" message pops up
here and there.

Ok I heard the contrary but I have not direct experience of mixed
configurations web/git.
