Administrivia: html duplicates

This list should be back to filtering/stripping html now, instead
of simply blocking it.  I think I've also configured the list to let
OpenPGP signatures through (and I'll add S/MIME if someone reminds
me which MIME types are needed and wants it) but it might chew them.

Sorry for the mistake about a day ago.  You can stop ranting
at me now (well, for this one anyway).
