It is a woefully ignorant article. Its contents deserves criticism, and 
the BCS deserve criticism for publishing it.

Why should criticising Free Software be part of the BCS's mission? And 
if it is, why should they not do so with at least a modicum of 
intelligence and understanding rather than simply spreading tendentious 
misinformation?
