GPL is not "governing" anything else but the relation between the
software author and people who receive software in their hands.

It says nothing of the GNU project, neither the FSF. It does not even
say that the GNU GPL license is covering any of GNU software. It can
be and is more often totally unrelated to GNU project and FSF.

It is a software license, not "governing document".

This thread subject is misleading and shall be avoided.
