"Outlook 2003 is going to be pulling support for HTML email" - true?

In it Jesse Dougherty, of ActiveState, says:

 There's a limited space of innovation that they [the spammers]
 have, in that it has to be delivered in a MIME message. And, you
 know, some of the tools they're using now are going to be taken
 away from them. For instance, Outlook 2003 is going to be pulling
 support for HTML email. People are moving away from supplying
 them with so many of these abilities. So it's not an infinite
 space they have to innovate in.


I'm thrilled to hear that Outlook 2003 is pulling the support for
HTML. Does anyone know where I can find details about this? Will
Outlook 2003 users be forced to send plain text messages or has
MS come up with some other way for Outlook users to specify color
and fonts and all those types of things?

Just this weekend I had a conversation with a friend who uses
Outlook and I suggested that he set it up to send only plain text
and he was concerned that URLs that he put in messages wouldn't
be clickable. I told him that most mail clients nowadays will
automatically turn anything of the form

 http://subdomain.domain/path

into a link. And to make this even more likely, use this form:

 <http://subdomain.domain/path>

That conversation made me wonder if the reason a lot of people
send HTML email is because they don't realize that links will
work in plain text email in almost every mail client.

I'm convinced that one of the solutions to the email chaos is
education!
