Workflow Issues

I have noticed on srichinmoyrcaes.org that when a published folder 
contains a private item, it is causing the published folder to behave 
like it is private. Is this how how it is supposed to behave and if not 
can we change it for the next revision of the site? Dhyani, can you 
demonstrate your brilliance on this issue?
