AccessRules

I'm getting this message from Tejaswi:

an example.

I'm sure you know what he is talking about. I know at least that the skin
doesn't show up right now on my new test installation... So I'm eager to
hear about these access rules. I tried to be smart and looked at Zopestage,
but couldn't find any.
