If so, if you print a page from a DRM-locked PC you can still do
it. Or is DRM even supposed to forbid printing? I confess my ignorance
on this particular point.

If by parsing he means the digital equivalent of that, like copying
the only table or image he needs in a 10 MB file in a smaller file to
keep for personal reference I think too he should have the right to do
it. If he wants to put that very same image/text in a new document to
be distributed, he should abide to whatever license came with the
original document (ask permission, pay royalties, whatever).

I already said that I think the right to choose and enforce a license
and asking for money should be limited to some years and to the main
benefit of the real author, not of some corporation, but refusing the
right in itself is not correct.
