Do a search for Bayh-Dole, a bill passed in 1980, which is largely
responsible for the fact that our public universities are doing things like
this.  It's a massive bribe bill that allowed publicly-funded research to be
privatized via secret, lighly lucrative deals with large pharmaceuticals and
software companies.  It's also the reason why people have gotten away with
trying to restrict the use of algorithms via exclusive rights policy.

For a sense of context, 1980 was about the time the free software movement
was born.

I might come back to this thread later and give you some links, but for now
try searchng for the strings "kept university" and "Bayh-Dole."
