If you want to restrict use of the source in this way, you don't want to
use the GPL, or really any of the OSS licenses.  Many tools vendors
include unsellable source for emergency client bug fixes, programmer
reference, or as an escrow in case the vendor goes out of business.  The
end users cannot resell a product based on this source. This sounds like
the license you want. You could probably look to see what kinds of terms
these companies put in their licenses to create your license.  I know
Borland ships the source of their Delphi/CBuilder component library
(VCL), and DevExpress, a component vendor, ships source with their
components, just to name two vendors.
