There used to a few of these service a while back.  CoSource and 
sourceXchange where two that I remember (don't go look for them, their 
domain is being squatted).  If you feel nostalgic, you can read an

Unfortunately, these service never reached a critical mass and 
eventually folded.  This is why I made the remark that I find it sad 
that some bounty can go unclaimed for months.  If developpers are 
uninterested in these, eventual sponsors will not care.  Basically, the 
ball need to get rolling : if posted bounties are claimed and jobs get 
done, potential sponsors will see the system work and manifest 
themselves; more bounties will be posted, more job would get done and so on.
