The key here is that when this happens we will know WHAT USER is sending the spam. Currently there is no easy way for an ISP to know what user is sending spam when they let all users access port 25 on other networks and fail to filter or monitor the email that goes out over that path. When a computer becomes a new zombie it sends spam for eons before someone figures out that it's spewing, and who to contact to get it cleaned up.
