for purchase or made from home grown/open source tools?
aruba networks has some decent entry level gear that comes with this
sort of functionality.
you can create your own using a combination of a transparent proxy and
careful manipulation of your routing tables[1] or transparent proxy acls,
initiated by the acceptance of the T&C page the transparent proxy serves.

1. filter based forwarding tables (freebsd+ipfw, ip{chains,tables}+linux)
can be used for this as well.
