That's not what 99% of people who go to hot spots do.

I recommend the Sputnik software, if you intend to deploy multiple 
hot-spots. We are using the hosted version which is inexpensive and easy 
to set up.

It uses a custom firmware load for the Linksys WRT-54G wifi access 
points, turning them into captive portal, walled garden, or 
access-controlled hotspots.
