After I wrote that I decided I had mis-parsed the OP.
I have no idea what is going on, except to say Microsoft is involved
which introduces an element of random (polite for "noisy") behavior.
One of my daughters uses a hotmail account and they (hotmail) bounce my
mail to her sometimes without rhyme or reason. (Or meaningful error
message.)
