I went through this recently. If you use the support form you can eventually get through to them. Be prepared for a lot of frustration, since they will automatically assume that you can't deliver to Hotmail. To make things worse, the support techs don't own tickets, so you just have to keep explaining the problem over and over again to the less (experienced|bright) techs that pull the ticket. Took me two weeks to resolve mine.
