RE: slightly off topic

The load wasn't dropped on the utility side.  I checked it with a multi
meter.  And we do have a generator there, and it is right before the
fuses I was speaking of.  And it didn't kick in because it didn't detect
bad voltage.  What I am specifically asking is if anyone else has seen a
fuse similar to this, or if they can justify reasoning for these being
on this circuit.

One of the phases could have been dropped on the utility side as well.
However, if you have a generator with a good transfer switch it should
detect that and transfer your whole load to backup power.

That's exactly what happened but not in the way we would have expected.
We went to the main to that room, popped it open and got the handy multi
meter.  Hot side tested at 208.  Other side at 104.  We figured we had
lost 1 fuse.  So we swapped out one of the fuses.  Multi meter showed
160 ish.  The fuse we just pulled out, check the resistance on it and it
was fine.  Removed the other fuse on the main and put the one we just
pulled out in, and it was 208 like it should be.  Now the weirdest part,
the last fuse we pulled out tested good as well.  Anyone ever run into
something like this?

It sounds like you lost one phase of your  power.  low voltage phase  
to neutral loads (for devices
connected to the still live phase) would be unaffected, but higher  
voltage phase-to-phase devices would stop working.
