In our experience it's really impossible to actually use a constant 20 
amps. We'll load in servers till we're up to around 16-17 amps - any higher 
and a spike of high activity could force the amps over the limit and trip 
the circuit breakers. The actual amps used by our servers will tend to vary 
-  power usage seems to go up in the middle of the night when we do our 
backups.
