Domain Name Transfer time window?

We have a customer who registered a .com name with a US based  
registrar via a non-US based reseller.  They've had consistent issues  
with renewals getting done in a timely fashion, and the last time it  
was renewed the reseller put their own contact info in, not our  
customer's.  Yeah, its not a good place to be.

We've asked the reseller to correct the whois information, but  
they've refused.  We then asked them to get us the codes so we can  
transfer the domain out, but they are also refusing that, saying that  
their policy requires a six month waiting period after a renewal.

Looking at the ICANN site, it looks like the max hold time is just 60  
days:

Are there any amendments to this that I'm missing that allow them to  
hold it for 6 months?

Or should we just go find a trademarks law firm?

Any pointers appreciated.
