For the price, they're hard to beat. Only problems I have ever had with them is with the quality of their tier-1 support, on the occasion that I need it (their engineers and NOC are generally up to par). It took a few escalations to managers to get everything sorted back out. They haven't had any major (read: noticeable) problems with other peers beyond the ones you mentioned. We just did an uptime assessment and that service is more than five 9's of uptime over the last 12 months (which includes on incident that they didn't cause). All that being said, we almost always get better routes from Level 3 to popular content sites. Cogent often passes us through Internap or Savvis to get where we're going. I'm not sure I would use them as my sole provider, but they make a good complement to other upstream providers. I know they had some problems with Level 3 back in 2003 and with Telias in Norway two years ago but their pricing within New York City is very reasonable (did I say cheap). Any comments or thoughts about Cogent - latency, reliability, dependability, peering relationships, etc.? There's not much on the net about them these days.
