The local telco (where I work) has the fiber..  And does a pretty good job
of delivering bandwidth.. We have multiple connections to the world for
redundant upstreams (a selection of DS3's and GigE connections.) I believe
we are pretty competative on wholesale bandwidth, and good at custom routing
arrangements..  The benefit to working with a smaller ISP is that we don't
demand people fit our rubber stamp.  

This sin't meant to be a sales pitch, just answering your questions..

But who has fiber running through there?  Cheap power isn't of much use if
you're having to pay a fortune and deal with incompetent carriers to get to
your transit providers.
