Well, my idea was to use water/water heat exchange, ie don't cool against the air, cool against the 10C water flowing by in the river. It's not really applicable here as datacenter have excess heat 24/7/365, but it's becoming more and more common here to use underground water that you heat in the summer (when it's warm outside, warm being +20C or over) as you need to cool the building (ie cool building by heating the water), then in the winter when you need to heat the building, use the hot water and cool it down again.
