You are usually not allowed to just start sucking large amounts of water out of a river, and really not allowed to discharge hot(ter) water into the river. A number of power plants around here had to throttle back and even shut down last summer due to a combination of drought and heat; the rivers were lower and so the water was heated easier by the sun.
