We have just such a product.  You can run it locally or we can host the
server here.  If you have a CC merchant account we can simply hook into
it so that the funds get deposited directly into your account.

I don't see a problem here.  We can set up our RADIUS config to use
realms so that you can have your users use "user@MyISP" while letting
our software manage non-customers.

We also handle Paypal.

You won't find this on Google yet because up to now it was an embedded
product, sort of like IOS on Cisco.  We are just working out a
different sales system now.

By the way, we are also open to selling this on the same embedded
system.  Please contact us if you have hardware looking for a backend
solution.
