Do you need the incident to be responded to, monitored, or logged? 

Using a simple Nagios check to the known far-side IP-address will work, 
unless a routing protocol causes the traffic to go out of your second 
link to reach the far side of the first link. 

This seems like it will be very chatty. It will constantly report every 
change in upstream path for any parallel links.
