A)  A registrar could provide results for all the domains that have NO 
restrictions to all queries - the IP doesn't matter, the country doesn't 
matter.

B)  The registrar could provide all results, and then flag the ones for 
domains that have restricted registration policies, with a link to each 
domain's policy where people could then check for themselves to see if 
they qualify to register the domain or not.
