That's like saying there's no incentive to provide search results for 
sites that aren't within your domain or where you don't place ads.  
Imagine how useless Google would be if they only gave us search results 
for sites Google hosted or placed ads on.  The reason Google is so 
useful is that they give us all the information we can use, and if 
*some* of those searches result in the user doing something profitable 
for Google (clicking thru on an ad, or visiting a Google site) then they 
win.  I would think that a registrar that offered to search all TLDs 
would quickly become the go-to place for domain searches, and garner 
more of the domain registrations for the domains they do register.
