I don't know about this specific case, but nameservers present more complexities
than immediately obvious, and different registries handle them differently.  A
nameserver can be authoritative for more than one domain, and if you change the
IP address for the nameserver, all the domains that reference it are affected. 
Consider the issues that arise if you register garglebizzldoddle.com, and tell
the registrar that ns.watson.ibm.com is a nameserver for that domain.  Should
you be able to do that?  Should you be able to change the a record for
ns.watson.ibm.com?
