bandwidth from Telco

I am confused and possibly being fed a crock by my Telco. We have a 100Mbps full duplex circuit. However the Telco tells me that the 100Mbps capability is aggregate total in both directions. In that if our downstream is sucking 70Mbps, there is only 30Mbps remaining for upstream. Shouldn't I be able to pull and push 100Mbps in each direction AT THE SAME TIME?
