are you saying that there should be conditions
to registering co.za domains that specify that 
one is not allowed to use the domain for advertising?

you may use the example of germs.co.za - visit the 
domain and please enlighten me why it is a 'problem'

unless of course you are just adding petrol instead of
actually helping?
