I think you missed my point. It was about striking a balance between
using a domain name (for email, a website - think actual content, etc)
and not using it but at least having the intention to do so. I didn't
even put forward a time-frame by which it must be in use but at some
point (10 years, 5 years, 3 years, less??) it should be serving a
useful* purpose.

Sitting on a domain name indefinitely and / or with no intention of
using it crosses the line in my book.

You allude to the fact that is not being used for things other than
email. This does raise an interesting question of underutilisation.

Sometimes it's necessary to look harder to glean additional
information and learn something new. The learning process is not
always fun, easy or pleasant.

* Ad words on an otherwise contentless website don't count as useful
in my opinion. I would say that the advertisers are being parted from
their money for no gain.
