Whois server discovery is poorly standardised. One "standard", whois-servers.net, doesn't work because there is no za. whois server and/or data, only co.za., and clients which query whois-servers.net don't query deeper than TLD. Yes, you should be asking why there is no za. whois server/data. Perhaps that will change in time. The whois clients that presently Just Work more than likely have an internal, static database of global whois servers that the client's author maintains.
